    This section explains how to request an extension of travel and transportation entitlements for retired Air Force members or separatees authorized to travel to a Home of Selection.

    PPA HQ/ECAF-B has the authority to approve and disapprove extension requests.

    PPA HQ-ECAF-B is responsible for retired members: undergoing education or training that began: For clarification see Table 2

    PPA HQ-ECAF authority is derived from the Joint Federal Travel Regulations, Volume 1, Paragraphs U-5130-B3, U-5230-B2, and U-5365-E, and AF Sup/JFTR, JTR, Paragraph 3.6.5

    On the date of termination of active duty; during the 1 year period after retirement; or during a longer period authorized or approved (this means they have received a previous extension) based upon hospitalization or medical treatment.

    A letter from the member formally requesting the extension is required. The letter should state why an extension is needed and the duration of the extension. Members should provide their mailing address, phone number and email address. A fax number is optional. A letter from the school's registrar's or administrative office or current employer, on the school's/company's letterhead, indicating the date education/training began, the type of degree/training program the member is enrolled in, and the anticipated completion date with that school/company. A copy of the member's retirement order is also required. Please do NOT send a DD Form 214.

    Note: The intent of the education or training should be for securing of adequate civilian employment.

    Extension of Retirement, or Home of Selection Separation, Travel & Transportation Entitlements, when based upon Education or Training.

Note 1: For this purpose member is defined as:

  1. The former active duty Air Force member.
  2. The next of kin of an Air Force member who died after retirement or separation.

Note 2: The 1 year entitlement is calculated from the last day of active duty.

Note 3: In most cases when the member is either retired or was separated and authorized to travel to a home of selection, but did not begin the education or training within 1 year of the last day of active duty, the request is still processed by PPA HQ-ECAF: undergoing hospitalization or medical treatment that began on or before their last day of active duty.

PPA HQ/ECAF-B authority is derived from the Joint Federal Travel Regulations, Volume 1, Paragraphs U-5130-B2a, U-5230-B1a, and U-5365-D1, and U-5365-D2, and AF Sup/JFTR, JTR, Paragraph 3.6.3 and 6.3.4.

Members should provide their mailing address, phone number and e-mail address. A fax number is optional. A statement on official letterhead, by the doctor or the administrator of the hospital where hospitalization or medical treatment was obtained is also required. The following questions must be answered:

What is the name and description of the condition?
Was the member undergoing hospitalization or treatment on the last day of active duty and has the hospitalization or treatment been continuous?
What was the specific treatment that the member received?
When is the treatment expected to be completed?
Is it in the member's best interest to remain at the present location to receive this treatment?

Note: PPA HQ-ECAF-B is authorized to approve an extension for up to 1 year from the date the treatment was completed. For members undergoing hospitalization or medical treatment that began during the 1 year period after retirement, PPA HQ-ECAF-B is authorized to approve an extension equal to the amount of time the member was undergoing treatment.

Note 1: For this purpose member is defined as:

  1. The former active duty Air Force member.
  2. The next of kin of a Air Force member who died after retirement or separation.


Note 2: The 1 year entitlement is calculated from the last day of active duty.

Effective 6 Jan 2006, dependents of members who die while serving on active duty and entitled to basic pay has 3 years from the date of member's death to choose a home of selection for travel and transportation entitlements.

Other Deserving Cases. PPA HQ/ECAF-Bis responsible for processing extensions when the request is other than education, training, or medical treatment. These extensions are referred to as 'Other Deserving Cases'.

Examples:

  1. Family member undergoing medical treatment.
  2. Family member undergoing education or training (middle or high school age, or spouse).
  3. Building, buying, or selling a house.
  4. Searching for employment.
  5. Most cases when the member is undergoing medical treatment, education, or training, but did not begin until after 1 year from date of retirement or separation.
